Dick Cathcart has served 15 years in the State House and is one of the few state lawmakers to have served non-consecutive terms. Earlier in his legislative career, Rep. Cathcart was a member of the State House between 1978 and 1982 representing a district in northern New Castle County. He won his current 9th District seat in a 1997 special election to replace Oak Banning, who passed away while in office. Rep. Cathcart was House Majority Leader for most of the two-year 144th General Assembly. He is currently employed as an associate vice-president of business services at Delaware State University. |
